Da anni si parla del termine di origine inglese: “Tampon Tax”, il quale indica un’imposta applicata agli assorbenti femminili. Infatti l’iva applicata a questi articoli è del 22%, pari a quella di qualsiasi altro bene di lusso. Sembra un’assurdità, ma questa imposta è tutt’ora in vigore ed è a tutti noto che, in termini di tasse, l’Italia viene considerata tra i paesi peggiori. Questa tassa però non è presente solo nel nostro paese ma anche in molti altri del mondo.
A questo proposito si sono svolte numerose manifestazioni, tra cui quella del 14 febbraio in Piazza Matteotti, la quale recitava il seguente motto: ”Gli assorbenti non sono un lusso, ma una necessità”. Inoltre, su questo argomento, si sono depositate in parlamento numerose proposte di legge, ad esempio nel gennaio 2019 si propose di ridurre l’iva applicata agli assorbenti femminili e a tutti gli articoli necessari durante il periodo delle mestruazioni, dal 22% al 4%; percentuale posta ad ogni bene di prima necessità. Mentre un emendamento nella legge di bilancio del 2021 proposto da Laura Boldrini, riguardante l’eliminazione dell’iva su questi prodotti, non è passato rivelandosi un insuccesso.
Tra proposte e manifestazioni in Italia, però si è giunti ad un nulla di fatto; al contrario negli altri paesi del mondo ed in particolare quelli europei, questa imposta è stata rimossa, in questo modo si permette l’acquisto di questo genere di articoli, ad ogni donna. Dopo l’uscita dall’Unione Europea e dopo numerose battaglie femministe, nel Regno Unito a partire dal 2021 si è deciso di abolire questa tassa. In Scozia, invece si è proposto di distribuire gli assorbenti femminili gratuitamente anche in ogni esercizio pubblico, tra cui farmacie e centri ricreativi; dal momento che in questo paese già dal 2018 essi vengono distribuiti nelle scuole e nelle università. A livello globale, solo pochi Paesi del mondo non impongono tasse aggiunte ai prodotti sanitari destinati alle donne, tra cui Canada, India, Australia, Kenya e diversi stati degli Usa.

TAMPON TAX, AN INJUSTICE IN ITALY AND THE WORLD.
The term “Tampon Tax” has been used for years to refer to a tax on women’s tampons. In fact, the tax applied to these items is 22%, the same as that applied to any other luxury goods. It seems nonsensical, but this tax is still in force and it is well known that, in terms of taxes, Italy is considered one of the worst countries. However, this tax is not only present in our country but also in many other parts of the world.
In this regard, there have been numerous demonstrations, including one on February 14 in Piazza Matteotti, which read: “Tampons are not a luxury, but a necessity”. In addition, on this topic, numerous bills have been filed in parliament, for example, in January 2019 it was proposed to reduce the vat applied to female tampons and all items needed during the period of menstruation, from 22% to 4%; a percentage placed on every essential good. While an amendment in the budget law of 2021 proposed by Laura Boldrini, concerning the elimination of VAT on these products, did not pass proving to be a failure.
Between proposals and demonstrations in Italy, however, nothing has been achieved; on the contrary, in other countries of the world and particularly in Europe, this tax has been removed, so that every woman can buy this kind of item. After leaving the European Union and after many feminist battles, in the United Kingdom it was decided to abolish this tax from 2021. In Scotland, on the other hand, it has been proposed that women’s tampons should be distributed free of charge in all public areas, including pharmacies and recreation centres, since they have been distributed in schools and universities in Scotland since 2018. Globally, only a few countries in the world do not impose additional taxes on women’s health products, including Canada, India, Australia, Kenya and several states in the US.
