In questi giorni, siamo soliti sentire le lamentele e le critiche dei giornalisti e del popolo nei confronti del governo e su come quest’ultimo stia gestendo con estrema precarietà e lentezza la distribuzione dei vaccini per il Covid-19. La risposta del Governo a queste contestazioni è più che legittima: le dosi che arrivano dalle case farmaceutiche di produzione non soddisfano la richiesta dello stesso.
La domanda che sorge spontanea è per quale motivo il sistema produttivo dei vaccini non soddisfa la richiesta dei governi? Il motivo è uno ed è il brevetto privato.
Infatti, il brevetto privato consiste nel riconoscimento da parte di uno stato del possedimento di un monopolio a termine su un’invenzione (in questo caso il vaccino) da parte di chi l’ha sviluppata; la possibilità di farsi riconoscere un brevetto è considerata un incentivo per favorire la scoperta scientifica e l’innovazione, dal momento che gli inventori, se sanno di avere un ritorno economico più sicuro, saranno più propensi ad investire sull’ideazione e sullo sviluppo dell’invenzione stessa.
Tuttavia, vista la gravità e l’eccezionalità della situazione mondiale, in cui ogni giorno migliaia di persone muoiono a causa del Covid, l’espropriazione dei brevetti non risulterebbe un ostacolo alla scoperta scientifica, anzi sarebbe una presa di posizione in favore della vita umana, che sempre più, in questo mondo sembra essere passata in secondo posizione.
A questo punto, risulta difficile da spiegare la posizione presa nei confronti dei brevetti da parte dei governi del mondo – in particolare, quello italiano ed europeo che sono per me più rappresentativi – : i nostri rappresentanti e quelli di tutta la popolazione mondiale stanno forse accettando che aziende farmaceutiche lucrino sulle nostre vite, che il mercato privato profitti sul bene più grande dell’uomo, la vita stessa?
THE PRODUCTION OF VACCINE DOSES DOESN’T KEEP UP WITH THE GOVERNMENT’S REQUEST: THE FAULT OF PRIVATE PATENTS?
These days, we are used to hearing the complaints and criticisms of journalists and the people against the government and how the latter is managing the distribution of vaccines for Covid-19 with extreme precariousness and slowness. The government’s response to these disputes is more than legitimate: the doses arriving from the pharmaceutical manufacturing companies do not satisfy the request of the same.
The question that arises is why the vaccine production system does not meet the governments’ demand? The reason is one and it is the private patent.
In fact, the private patent consists in the recognition by a state of the possession of a term monopoly on an invention (in this case the vaccine) by the person who developed it; the possibility of having a patent recognized is considered an incentive to favor scientific discovery and innovation, since inventors, if they know they have a more secure economic return, will be more inclined to invest in the design and development of invention itself.
However, given the gravity and exceptionality of the world situation, in which thousands of people die every day from Covid, the expropriation of patents would not be an obstacle to scientific discovery, rather it would be a stance in favor of human life, which increasingly seems to have taken second place in this world.
At this point, it is difficult to explain the position taken on patents by the governments of the world – in particular, the Italian and European ones which are for me most representative -: our representatives and those of the entire world population are perhaps accepting that pharmaceutical companies profit from our lives, that the private market profits from the greatest good of man, life itself?
